Human rights is a concept whereby every person entitled to certain rights, which is a source of inherent human dignity. These rights are:

- General – are valid throughout the world and everyone is entitled
- Natural – enjoyed by everyone from birth
- Non-negotiable – you can not waive their
- Inviolable – exist independently of government and can not be by her freely adjustable
- Natural – apply regardless of their confirmation by the state authority
- Indivisible – all form an integral and interdependent whole

Every state has a duty to protect those rights, regardless of their political system and national legal regulations. Respect for human rights and human dignity is recognized as the basis for justice and peace in the world. International encyclopedia of public law gives that human rights are those freedoms, protection measures and services which respect the rights just as, in accordance with accepted modern freedoms, all people should be able to call on the society in which they live.
